Somerset County Council raises approximately 60,000 invoices a year to numerous individuals and organisations that have either bought goods and services from us or who are paying grants and other contributions to us. Additionally a number of outside bodies make use of this service by using the corporate financial system Cedar (previously known as QSPF). These bodies include the SW Regional Assembly and South Somerset District Council.
The service is devolved to a large number of sites throughout the county. As a general rule the service department that supplied the goods or service is also responsible for raising the invoice and collecting the debt. The invoices are created and managed through use of Cedar. Even though the service is heavily devolved the Income Team in Exchequer Services processes and manages a significant number of debts.
