Children's Centres provide a single access point for children under 5 and their families to a range of services and information.

Sure Start Children's Centres are at the heart of the Government’s strategy to deliver better outcomes for young children and their families, building on the success of Sure Start local programmes, early excellence centres and neighbourhood nurseries to extend the benefits to all families.

Childrens Centres have been developed in response to local need and take into account existing facilities. In some areas the Children Centre is a building thet provides many of the services on site with small amounts of outreach to families needing home based support. Centres are often based on a school site, nursery, primary or extended school, or private or voluntary day-care provision.

In the more rural areas there is a smaller building and the services are delivered through either a network of community provision or via a specialised mobile vehicle.

The core offer which Children's Centres are expected to deliver or signpost are:

  • In major towns, early education integrated with full day care, including early identification of and provision for children with special educational needs and disabilities;
  • parental outreach;
  • family support, including support for parents with special needs;
  • health services;
  • a base for childminders, and a service hub within the community for parents and providers of childcare services;
  • effective links with Jobcentre Plus, local training providers and further and higher education institutions;
  • effective links with Children's Information Services, Out of School Clubs and Extended Schools;
  • management and workforce training.

What this means is that Children's Centres will support parents whatever their needs, whatever their situation for as long as it is needed.
