We investigate complaints about licensed people, vehicles and premises, such as street traders, taxis, private hire vehicles and licensed venues.
We also investigate reports of people or businesses carrying out activities that require a licence, such as running an unlicensed taxi or an unlicensed animal boarding business.
Use the forms below to tell us what happened. Please include as much detail as you can, such as dates, times and locations. You can also upload any evidence if you have it.
Taxi and private hire complaints
Use this form to report concerns about a licensed taxi or private hire driver, vehicle or operator. You can also use it if you think someone is running a taxi or private hire service without the right licence.
This could include:
- driver behaviour
- refusing to take a passenger
- overcharging or problems with the meter
- unsafe driving
- issues with the vehicle
- problems with bookings or journeys
Please give as much detail as you can so we can identify the driver, vehicle or operator.

Premises complaints
Use this form to report concerns about a licensed premises. You can also use it if you think a business is carrying out activities without the right licence.
This could include:
- breaches of licence conditions
- disorder or anti-social behaviour
- selling to underage people
- noise or other nuisance affecting the public
- illegal sales
- ongoing problems linked to the same venue
Please include dates, times and how this has affected you or your community. Let us know if other agencies, such as the police or environmental health, are already involved.

Use this form to report concerns about animal-related activities, whether they are licensed or not. This includes:
- animal boarding (such as kennels, catteries and home boarding)
- breeding or selling animals
- riding establishments
- dangerous wild animals
- zoos that may be operating without a licence

Other complaints
Use this form for complaints that do not fit the other categories but are still about licensing.
This could include:
- street trading
- temporary events
- other licensed activities
- trading without a licence where one is needed
