Peninsula Pensions

Peninsula Pensions is a shared service run by Devon County Council on behalf of the Devon and Somerset Pension Funds. It is responsible for administering the Local Government Pension Scheme (LGPS) on behalf of Devon County Council and Somerset Council and over 250 other employers throughout the counties, such as colleges housing associations.

Peninsula Pensions also administers the Police Pension Schemes on behalf of Avon and Somerset Constabulary. As well as the Fire Pension Schemes on behalf of Devon and Somerset Fire and Rescue Service. The coordination of pension fund investments is managed by our Investment Section.

Who is not covered

While the Pensions Administration Section administers the local government and police schemes it does not administer the Teachers Pension Scheme or State Retirement Pension.

All queries relating to State Retirement Pensions should be referred to Department for Work and Pensions (DWP). For more information about the Teachers Pension Scheme, please visit the Teachers’ Pensions website.

Pension Fund Annual Report

Each year we are required to produce an annual report and statement of accounts for the pension fund. This document sets out a summary of the scheme, principles and policies adopted, investment performance and financial statements. Pension Fund actuarial valuation

Every three years the pension fund is required to undertake an actuarial valuation. The results of the most recent valuation are available below.

Pension Fund Funding Strategy Statement

The Funding Strategy Statement explains the funding objectives of the Fund.

This includes how the costs of the benefits provided under the Local Government Pension Scheme (LGPS) are met though the Fund, the objectives in setting employer contribution rates and the funding strategy that is adopted to meet those objectives.

Pension Fund Investment Strategy Statement

The Investment Strategy Statement sets out the Pension Fund’s investment strategy including the Fund’s assessment of the suitability of particular types of investments, and the balance between asset classes, the approach to risk, the policy on stewardship and social, environmental and corporate governance considerations and the approach to pooling and the relationship with our chosen pool.

Private equity holdings

The Somerset Council pension fund is committed to the highest levels of transparency and meeting our obligations under Freedom of Information.

Over a number of years we have consistently received requests for information relating to the fund’s private equity holdings. We are now committed to publishing private equity data proactively every six months, rather than responding to Freedom of Information requests.

The Somerset Pension Fund

The Somerset Pension Fund has selected Local Pensions Partnership Investments as its preferred new host pool.

The decision was confirmed following a meeting of its Pension Fund Committee on 12 September 2025. Local Pensions Partnership Investments was established in 2016 to enable UK local government and public sector schemes to pool resources and improve management of their assets for the benefit of employers and their scheme members. Local Pensions Partnership Investments currently manages £26.5 billion of pension assets, as at 31 March 2025.

Local Pensions Partnership Investments current partner funds are the Lancashire County Pension Fund, the London Pensions Fund Authority and the Royal County of Berkshire Pension Fund.
