Warm Homes Local Grant

The Warm Homes Local Grant is the government funding initiative aimed at reducing carbon emissions whilst improving homes energy efficiency. This funding provided by the Department of Energy Security and Net Zero aims to make homes healthier and more energy efficient.

The grant period is from 1 April 2025 to 31 March 2028 and is broken down to a delivery target for each year. The Council’s objective is to facilitate this funding by installing a number of energy efficient measures and clean heating solutions for fuel poor homes across our county.

The council is collaborating with the Centre for Sustainable Energy as our delivery partners to ensure the successful implementation of this project.

Eligibility

There is a minimum eligibility criteria for this grant which is that the properties Energy Performance Certificate rating (EPC) must be graded D or below.

Other eligibility criteria

One of the following three conditions must also apply:

Pathway 1

  • Households which reside within the IMD 1-2 Areas. We can check this for you.

Pathway 2

  • Households that can demonstrate receipt of a specific means tested benefit (or that they are eligible via route 2 of ECO Flex). Eligible means tested benefits include and are limited to:
    • Housing Benefit
    • Income based Job Seekers Allowance (JSA)
    • Income related Employment and Support Allowance (ESA)
    • Income Support, Pension Credit (Savings and Guarantee elements)
    • Universal credit

Where a property is privately rented the same eligibility criteria apply to the tenants as it does with owner occupiers. Landlords have a separate criterion they need to meet.

Pathway 3

  • Household income threshold – the household’s gross combined annual income is below £36,000. This is relevant to all person over the age of 18 that reside in the property

  • Door and window replacements
  • Ventilation
  • Solar photovoltaic cells (solar panels) and solar batteries
  • Air Source Heat Pumps
  • Electric storage Heaters

How to apply

What is the process?

After you send in your form, a caseworker will contact you requesting your proof of eligibility in the form of an email. Once this has been received and your eligibility has been confirmed, a member of the retrofit team will get in touch with you.

Please note that due to a high number of applications the councils received for the Warm Homes: Local Grant, we cannot process every application made as we have a limited funding for this grant scheme.
