- The primary work location is County Hall, Taunton, with opportunities for remote work, as per manager approval.
- Permanent Contract, 37 Hours per week.
- A part time position is also available for 18.5 hours per week
- 28 Days Annual Leave, not including bank holidays (pro rata for part time)
What will I be doing?
The S106 and CIL Officer is part of Somerset Council Planning service, tasked with monitoring the effective management and implementation of Section 106 agreements and the Community Infrastructure Levy. You will ensure that developments contribute to the creation of sustainable communities through strategic planning and distribution of funds for infrastructure.
Your day-to-day work will involve:
- Monitoring S106 and CIL liable developments
- Monitoring and managing compliance with legal and financial obligations and CIL Regulations
- Working closely with developers, legal service, planners, councillors, community groups and infrastructure providers.
- Coordinating the allocation and expenditure of S106 and CIL funds
- Developing and maintaining accurate databases of Agreements and contributions
- Providing advice to internal teams, stakeholders, and external parties
- Helping shape guidance, processes, and policy linked to planning obligations
- Prepare reports on s106 and CIL contributions and their impacts.
What kind of experience or qualifications do I need?
We offer ongoing support, training, and guidance to help you be the best you can be. But it will really help if you have:
- An understanding of the Town and Country Planning act, knowledge of local government planning processes and experience with s106 Agreements and CIL regulations.
- Experience in managing s106 Agreements and CIL processes and working on detailed financial calculations.
- A Degree in Planning, Law, or relevant experience in a related field.
- Strong negotiation and communication skills.
- Experience with Exacom Planning Obligations Monitoring System.
- Experience with Development Management systems.
- Experience with legal documents and contracts.
- Experience working with councillors or community groups.

The salary for the role is grade 12, ranging from £28,598 to £32,061 per annum (£14,299 - £16,030 for 18.5 hours per week).
