The refreshed Somerset Graduated Response Framework (SGRF) for children and young people aged 0–25 is now live.

The framework sets out Somerset’s approach to inclusive education and helps schools, settings and services identify needs early and provide the right support at the right time. It explains how support should become more personalised when a child or young person needs additional help.

The refreshed framework has been developed with schools, early years settings, colleges, health partners, Somerset Parent Carer Forum and the Integrated Care Board. It builds on the existing Somerset Graduated Response Tool, keeping the approaches that practitioners already know and use, while making the framework easier to access and navigate.

The Assess, Plan, Do, Review cycle remains at the heart of the framework, alongside the existing quick checkers, strategy banks, tools and templates that support inclusive practice and positive outcomes for children and young people.

The launch of the framework supports Somerset’s wider SEND improvements and the delivery of the recently approved SEND Reform Plan. It provides a shared approach across Somerset, helping children and young people receive support earlier and more consistently.

The 2026–27 academic year will be a test-and-learn year, with feedback from practitioners, leaders, children, young people and families helping to shape future developments.
