Ambitious plans to protect and improve council services in Somerset have taken a key step forward with the appointment of a Strategic Transformation Partner.
Somerset Council’s Executive today agreed to appoint Newton Consulting Ltd to work with council teams to accelerate delivery of the Inspiring Innovation transformation programme.
The programme is the key next step of the Council’s response to its financial emergency, aiming to achieve savings while maintaining high-quality public services for Somerset residents.
The decision follows a comprehensive and transparent procurement process to identify a partner with the expertise, capacity, and experience to co-design and deliver change initiatives across the organisation.
The first phase will cost up to £1.5m, with the total contract value capped at £20m over the full term, with any further phases subject to future decisions. In line with best practice, the contract is expected to return between £2.50 to £3 for every £1 invested.

“We’re delighted to appoint Newton Consulting Ltd as our new Strategic Transformation Partner to help us drive forward our Inspiring Innovation programme.
“Like most councils, Somerset’s financial situation remains critical with costs and demand for services rising much faster than our ability to raise income.
“Although we have already found significant savings ourselves, including £34m through restructuring, we now believe we need the input of external experts who have proven credentials in delivering the next level of change.
“By using a partnership approach rather than outsourcing, we keep control, stay focused on outcomes, and we upskill our staff. And importantly, there are clear expectations in terms of return on investment to ensure best value for taxpayers.”
The Inspiring Innovation Transformation Plan, first approved in July 2025, focuses on five core areas: budget workstreams, change projects, transformation initiatives, culture and capability, and future direction. The plan seeks to modernise systems, drive financial discipline, adopt radical innovations, invest in leadership and digital skills, and set a long-term vision for a digitally enabled, agile council.
The Executive also endorsed the Somerset Council People Strategy 2025-2028, which sets out a vision for a skilled, resilient, and empowered workforce aligned with transformation goals.
