| A major reorganisation of Pupil Referral Units (PRUs) in Somerset designed to improve the quality and consistency of alternative provision for the county’s children and young people, has been approved.
At a meeting of Somerset Council’s Executive today (Wednesday 5 Nov) Lead Members agreed to consolidate the management of the county’s four existing PRUs to ensure a streamlined governance, and standardised approach. The new arrangements will also address historic gaps in provision, particularly in Frome and West Somerset. The decision follows an extensive statutory consultation held between July and September 2025, with staff, parents, carers, local organisations and the wider public. The Council will now amalgamate the operation of the four existing schools under the management of two Headteachers each with a broad geographical area of responsibility:
A new Partnership Agreement will be developed to define the support and challenge mechanisms required to secure ongoing improvements. Though the names of the PRUs will change, all existing facilities will remain open, and the children will continue to attend their existing school sites. Cllr Heather Shearer, Executive Lead Member for Children, Families and Education, said: “It’s important to note this is a technical decision relating to the management structure and the governance of the PRUs only. “Each PRU had varying levels of provision, resources, and effectiveness which led to inconsistencies in the service offer and outcomes for pupils. Going forward they will streamline in terms of commissioning and governance, and this will lead to better outcomes for children and young people. “However no schools will close. No child will need to change schools. No child will undertake longer journeys, or be placed in larger classes. The provisions at existing sites will continue, ensuring continuity for all pupils.” Cllr Heather Shearer concluded: “These proposals are about creating a fairer system where every child receives high-quality education support—no matter where they live.
