Guidance on funding for SEND provision, including the resources and funding streams used to deliver Ordinarily Available Inclusive Practice

About

Ordinarily available inclusive practice (OAIP) should be delivered through core and notional special educational needs funding. It should not depend on additional or high needs funding.

All settings are expected to use available resources effectively to meet the needs of children and young people with special educational needs and/or disabilities (SEND).

Sources of funding

Funding for SEND provision may include:

  • Core funding for universal provision.
  • Notional special educational needs funding in schools.
  • High needs funding for children and young people who require additional support.
  • Inclusive Mainstream Fund and Inclusive Early Years Fund – The government is supporting schools and settings to improve their OAIP and targeted support through a three-year commitment of these funding streams from 2026-27.

Ordinarily Available Inclusive Practice should be in place before settings seek additional funding. High-quality teaching, inclusive practice and reasonable adjustments remain the foundation of support for all learners.
