We are sharing this update to explain how Alternative Provision works in Somerset and how quality, safety and oversight are maintained. Somerset continues to improve how Alternative Provision (AP) is arranged and overseen so children and young people receive the right support when education in a mainstream setting is not suitable. 

Somerset uses an Alternative Provision Dynamic Purchasing System (DPS). This is a list of approved AP providers who have been checked for quality, safeguarding and organisational stability. Providers can apply to join the DPS at any time, helping ensure the list stays current and responsive. 

When Alternative Provision is needed, requests are made to providers on this approved list first. This supports safe, highquality placements and helps achieve better value for money. 

All providers on the DPS take part in regular quality assurance checks. Each provider is reviewed through at least one visit each year, alongside additional online checks. This work is aligned with PRU leadership to ensure a consistent approach across Somerset. 

Clear governance is also in place. An AP Steering Group oversees the development of Alternative Provision across Somerset, while an AP Forum supports ongoing engagement with providers. Better use of data is helping to improve understanding of provision, including quality, cost and how well placements meet children’s needs. 

Work is continuing to support schools to use the DPS, develop block arrangements where appropriate, and describe AP offers clearly so children can be matched to the provision that best supports them. A block arrangement is where a number of places with an approved provider are agreed in advance, helping secure availability and better value while meeting children’s needs.
