Principles of the framework

The Somerset Graduated Response Framework is built on the following principles:

  • Education is for everyone
    Every child and young person has the right to high-quality, inclusive education within their local setting.
  • Children, young people and families are at the centre
    Their voices, experiences and aspirations help shape decisions about support and provision.
  • Inclusion comes first
    Ordinarily Available Inclusive Practice (OAIP) is the foundation of support for all learners. Most needs can be met through high-quality teaching, inclusive practice and reasonable adjustments. Inclusive settings promote participation, belonging and positive relationships so children and young people can thrive within their learning community.
  • Build on strengths
    Provision should recognise and develop strengths, helping children and young people gain confidence, independence and positive outcomes.
  • Identify needs early and act quickly
    Settings should identify needs as early as possible and respond through effective teaching and a graduated approach to support.
  • Maintain high expectations for all
    Every child and young person should have the opportunity to achieve their best outcomes and prepare for adulthood.
  • Work together to achieve the best outcomes
    Education settings, families and partner organisations share responsibility for inclusive practice. Working together helps provide consistent support across Somerset.
